Lib Dems in Liverpool Garston, together with Lib Dems in Romsey in Hampshire, will be calling for more democracy in the NHS.
The call is to come at the Lib Dem Spring conference, which starts today (3 March) in Harrogate.
The Garston Lib Dems have produced a motion for the conference agenda, which highlights the problems affecting community hospitals and NHS trusts.
Garston Lib Dems believe that government "reforms" and budget pressures could lead to dozens of community hospitals closing. The deficits faced by the NHS are also leading to increasing pressure on local authority services.
The conference motion calls for the government to replace its artificial target driven approach with one which makes decisions based on clinical need.
It also calls for much more democratic accountability in the health service, and for much more local consultation when changes are being proposed or made.
The motion will be debated by conference representatives on the Saturday of conference.
