Liverpool City Council's planning committee has turned down an application from Tescos to expand the store on Mather Avenue.
The application, which was the second to come to the council, asked for permission to expand onto the University Playing Fields next door.
The scheme caused objections from local people, campaign organisations and the Neighbourhood Committee.
Planning officers recommended that councillors say yes to the application, but the committee voted against.
Tescos is still appealing against the refusal of the first scheme for the site. The appeal is likely to be heard next month(November).
