A survey by the mortgage lender Halifax, has shown that the average council tax bill in the UK has risen by 121 percent since 1993.
Rises in Liverpool have been considerably less, but the survey has underlined the fact that many people are struggling to meet Council Tax Bills.
And the government has recognised the political problem by postponing a revaluation of domestic property, which would have moved many people into higher Council Tax bands.
Anxiety about Council Tax bills was highlighted recently by the case of two pensioners, jailed for not being able to pay.
Liberal Democrats believe that the root problem with Council Tax lies in the fact that it is property based. Says Parliamentary Spokesperson Paula Keaveney: "Taxes should be based on ability to pay, not the value of a property. The way Council Tax operates at the moment means many many people are treated unjustly. We are calling for a proper root and branch review of the system - but we fear the government will just tinker around the edges".
